I am going to suggest that you look up a local quilt shop in your area. They are always giving lessons. Sign up for a beginner's cl. In this cl you will be able to make a lap quilt from start to finish. I also suggest that you ask if there is someone who will for a small price quilt this for you. I have been quilting for 30 years and I hand quilt after making the top and it would take me at least two months to finish. So take baby steps to make this gift for your mom. You can do it but I don't think from any online help. You need to be in a cl since you have never sewn before. good luck
