Navy DEP weight/body fat requirements?

I am currently in the Navy DEP, scheduled to ship out on June 30. I am above the weight limit and might be above the body fat limit. When I was sworn in at MEPS, the liason told me if I did not meet the requirements on my ship out date that they would make me sign a waiver stating that I would meet the requirements by the end of boot camp, but I would be allowed to ship. My recruiter is telling me that if I don't meet the requirements, they will not let me ship. Which is it?
